QUALITY MANAGEMENT

Through the involvement and continuous improvement of all participants within the Institute of Commercial Diplomacy and Arbitration "Nicolae Titulescu" in the educational process, the internal organization of institutional quality assurance process aims to establish and fulfil performance criteria for activities deployed on three dimensions - teaching, research and services.

Quality management activity aims to coordinate quality programs within the Institute of Commercial Diplomacy and Arbitration "Nicolae Titulescu" and its self-evaluation, preparing documentation on quality management, coordinating the evaluation of courses by students, evaluation of educational activities by colleagues , plus the necessary steps to conduct internal audit within the Institute of Commercial Diplomacy and Arbitration "Nicolae Titulescu".

The Institute of Commercial Diplomacy and Arbitration "Nicolae Titulescu" needs an explicit and systematic action to ensure quality and thereby to increase the attractiveness and competitiveness of the Institute. This action must, however, be natural (not bureaucratic), competent (not superficial), part of an educational alternative system (not an unnecessary burden of the curricula). Therefore, it was proposed to the Administration Board of the Institute of Commercial Diplomacy and Arbitration "Nicolae Titulescu" a new approach of quality assurance and responsible service organization. Ensuring the alternative education system quality in terms of increasing products competence, expansion of the markets and, in fact, globalization, is a major objective of the Institute of Commercial Diplomacy and Arbitration "Nicolae Titulescu".

Criteria that allow us to evaluate the quality of programs or alternative education institutions are diverse, corresponding to multiple dimensions of institutional activity: legal, professional, economic, managerial, relationship with student expectations, relationship with employers’ expectations, relation with labour market, organizational, opening to the future.

These criteria are as follows:
a. to dully regulate the autonomy of the Institute of Commercial Diplomacy and Arbitration "Nicolae Titulescu" and to consider autonomy as a tool to enhance performance and increase competitiveness;
b. to explicitly establish the mission of the Institute of Commercial Diplomacy and Arbitration "Nicolae Titulescu" and the objectives of courses and programs through charters, strategies and operational programs;
c. the availability for citizens of different nationalities within Balkan region with defined skills in a transparent and competitive basis, and providing economic opportunities without discrimination in order to develop economic relations between Balkan states;
d. the quality of curricula;
e. the quality of teaching staff in terms of skills and professional competence, interactive capacity, teaching skills, intellectual culture, initiative and commitment;
f. the presence of a continuous feedback in relation to students and willingness to take suggestions, proposals, criticism from them;
g. the flexibility of the organization in terms of distance learning opportunities or low frequency and participation but obligatory participation in scientific communication sessions (minimum 2 per year);
h. the quality of infrastructure in terms of educational spaces and means of transport and the equipping level of libraries, communication facilities;
i. the resources allocated in the budget by donors, the ability to obtain extra-budgetary resources, the ability to motivate teachers, the ability to invest in buildings and equipment in order to enjoy an on-going and long lasting development;
j. to practice accountability on the use of human and material resources and recourse to systematic audit;
k. presence of feedback in relation to employers and availability to adequacy of programs in relation to the labour market;
l. scientific competitiveness in relation to scientific reference research in the field and to international criteria for assessing scientific production;
m. the development level of self-assessment mechanisms for quality assurance;
n. the pragmatic result in terms of level of communication technologies, technique, public debate, democracy, insofar as they are dependent on alternative institutional education;
o. the extent to which there were generated innovation capacities in technique, science, culture, art and a renewal occurred, including by the portfolio of trademarks registered at OSIM [Romanian State Office for Inventions and Trademarks]and that represent the immaterial portfolio of the Institute of Commercial Diplomacy and Arbitration "Nicolae Titulescu"
